question? class9 needs no placards for domestic land transport but i've heard drivers say if it's in totes or other like bulk packaging then you must use placards ,so i looked it up ,the rules are in my opinion purposfully vague but what i got from it was that the tote container itself must bear the proper labels/placards/number panels and not the trailer it rides in ,anybody know anything different ,if so try to make it what the law calls for and not personal preferences.or speculation or better safe than sorry answers thanks.

ANY BULK container must have placards on the container and the trailer no matter what class.

Class 9 materials are those that have not been placed in a hazard class, but may still pose some degree of danger in transport. Placarding is not required for materials that are not classified. However, you may placard a material that presents a hazard during transport and weighs more than 1001 lbs.

Class nine is a hazard class but one that poses less danger then the others in smaller amounts. But in bulk is considered dangerous enough to require placards.

So any hazard class bulk container (totes), unless triple rinsed or cleaned to spec, requires UN number type placarding.

If they are cleaned to spec they will be described only as empty totes in the BOL and will have all hazard labels removed.

Total weight does not matter when it comes to any bulk containers containing product or even residue. They need placarded. I know of no exceptions.

To answer your question... yes this is current. Class 9 is placarded when it goes on a ship or in bulk containers. Class 9 only gets placarded when it is in a BULK container during ground transportation.
 
simply put bulk in this case is 119 gallons or more in a single container.
standard totes are 250 gallons lbs don't matter
so the tote and trailer must be plaquard
