That is correct. If a one board system is put in the next contract there will be alot of opposition to it. At our terminal, one board seniority was voted on about 18 months ago and lost. Our BA said unless it's put in the next contract its a dead issue at our local.Wont happen until 2013 and then only if company and union agree
The only way I can see one board is if each bid is for at least one year.
That is a way to see if a dock worker would like running the line haul or not in every weather condition.
The only thing bad is if someone is hired for long haul and is at the bottom of the food chain when bid time rolls around.
Then if a dockworker was qualified to take over a line haul bid the line haul driver would be stuck on the dock.
But that is one of the things you must be prepared to deal with, when you desire to be in LTL.
I like the bidding twice a year also. Remember this is UPSF not Conway...

I don't know about that Brown22. There are a lot of drivers that will disagree with you on that. Line haul and P&D have always been separate seniority classification. In each classification the drivers works and sacrifices a lot especially in line haul to get their seniority. The P&D driver is home every night. So after years of building seniority and sacrificing home time on line haul. You want to make it where a P&D driver who for twenty years stayed home and raised his kids. Could now bump a line driver that has in my opinion sacrificed a lot more of family time over the years. You talk about fairness. To me that would be the height of unfairness.
what doesn't make sense is some terminals already implement one board seniorty and the rest of us don't, make everyone the same. I heard that the GBO terminal voted it in, but the company will not let them do it.
